Who pays if a car swerves to avoid an object in the road n then another car swerves that car, hits the median?

Who is fanacially responsible if a vehicle avoids a colision,swerves into another lane, and then a third vehicle looses control avoiding the second car and crosses over two lanes and slams into the midian divider. NO cars were hit, vehicle A cut off vehicle B focing him to swerve into vehicle C's lane and then vehicle C crossed over two lanes and hit the middle divider Wall. Vehicle A took off! Who pays for the damage to vehicle C's car???
