Why don't the citizens of Gaza understand that the IDF will return fire on positions that have fired rockets?

Wouldn't you stay away from anyplace that is firing rockets into Israel knowing that the position will receive a return of fire? And certainly you don't want to be near anyone that fires at an Israeli tank,duh.
